The filling options used are taken from the fill tool but if Alt is pressed when the color is dropped then all the layer (or the portion inside the current selection) will be filled. I won't tell you to reinstall your Windows, of course, because I think it is a bit radical, (EDIT: I misread the comment there, you can just update your Windows to 1809 update and it should be working) but I would suggest the workaround that works for XP-Pens, too: just bind a new key shortcut to he Popup Palette and assign your button to this shortcut. There are two differences between events sent by Huion and events sent by my Wacom, so the issue most probably exists because of those differences.
